Opportunity Culture® Design in North Carolina

Design continues to spread in pioneering state

North Carolina districts have been using Opportunity Culture® design since its inception, beginning with Charlotte-Mecklenburg Schools in 2013, which quickly achieved strong learning and teacher satisfaction results and rapidly expanded its use to now include 177 of its 184 schools.

Many North Carolina districts won state Advanced Teaching Roles (ATR) grants for design and early implementation costs; since 2016, over 70% of districts—and 83% of schools—receiving Advanced Teaching Roles funds have used Opportunity Culture® (OC®) staffing designs in their applications.

North Carolina schools that received Certified Opportunity Culture School® status at level 1 and above, meaning they followed a set of design standards correlated with student learning growth, outpaced schools that used other Advanced Teaching Roles designs or had no ATR designs.
