As the Opportunity Culture® initiative, the nation’s largest and most successful school staffing and instructional design effort, closed out the 2025–26 school year, Public Impact® published this report on the progress toward goals for the initiative and insights from its latest data analysis and annual educator survey.
It reports on many positive outcomes in its key areas of reach, results, relationships, and replicability, the initiative has many positive outcomes, including a 27% year-over-year increase in the number of students reached, nearly an extra half-year of student learning annually, and reduced implementation costs.
It also highlights ongoing positive results from the 11th year of the Opportunity Culture Educator Survey, one of the nation’s largest annual multi-state teacher surveys, with nearly all educators in Opportunity Culture roles agreeing that Opportunity Culture models provided strong instructional support, including by principals, and nearly all wanting the models to continue in their schools. Educators also say principals are excelling in leading Opportunity Culture staffing and instructional design, helping to dispel the myth that most principals “aren’t ready” to lead strong instructional leaders and staff.
And in the first half of 2026, for the 13th year, Public Impact analyzed the relationship between over 50,000 school design data points and schoolwide student learning growth, to highlight the factors positively associated with schoolwide student learning growth.
